Honorable Delia Garcia is an award-winning executive public servant, author, and leadership coach whose work continues to elevate leaders across the country. As President and CEO of Garcia Strategies LLC, she brings more than 25 years of experience spanning federal and state government, national nonprofit leadership, and strategic advisory roles.
Based in San Antonio’s Northside, Garcia’s influence extends nationally through executive coaching and consulting. She works with individuals and organizations to identify their strengths and step fully into their power—what she calls their “Chingonaness”, and to guide leaders to lead with clarity, confidence, and purpose.
Garcia has made history multiple times throughout her career. In 2004, she became the first Latina and youngest woman elected to the Kansas House of Representatives. She later broke barriers again as the first Latina Cabinet Secretary of Labor for the State of Kansas, where she led the agency during the COVID-19 pandemic and launched key workforce and anti-labor trafficking initiatives in collaboration with the U.S. Department of Labor. Her federal leadership also includes serving with the Women’s Bureau, supporting initiatives across the South-Central United States focused on workforce development and equity.
Her leadership extends beyond government into the nonprofit sector, where she served as CEO of ReflectUS and the National Migrant Seasonal Head Start Association. In these roles, she championed representation, access, and opportunity for communities nationwide while continuing to build coalitions that drive meaningful change.
As a best-selling author of Latina Leadership Lessons: Fifty Latinas Speak, Garcia uplifts the voices of 50 Latina leaders from across the United States. Her work has been featured by NBC Nightly News, The Wall Street Journal, Newsweek, and Latina Style Magazine, reflecting the national impact of her leadership and voice.
