San Antonio is expanding access to affordable housing with the grand opening of Preserve at the Port, a historic redevelopment project on the city’s west side near Port San Antonio. This transformative project is a partnership between the City of San Antonio, Brass Development, Franklin Development, and the San Antonio Housing Trust. Preserve at the Port converts a former Army Air Corps barracks into a modern, community-focused housing development, while preserving a significant piece of San Antonio’s West Side history.
“Every San Antonian deserves access to safe, affordable housing. This redevelopment not only preserves our city’s history but also creates opportunities for working families, seniors, and young people to build their futures,” said District 5 Councilmember Terri Castillo. “When we invest in equity, our whole community grows stronger.”
Affordable Housing Options at Preserve at the Port
The $88.7 million Preserve at the Port project is supported by $5.5 million from the voter-approved 2022 Affordable Housing Bond and 100% historic tax credits. The development offers 360 affordable homes with a range of income-based options:

36 homes at 30% AMI

34 homes at 50% AMI

129 homes at 60% AMI

161 homes at 80% AMI
A family of three earning $26,100 or less per year qualifies for a 30% AMI unit. Additional details on eligibility and the City’s affordable housing programs are available on the City of San Antonio Housing website.

Affordable Housing Bond Success
The 2022–2027 Affordable Housing Bond has produced over 5,000 affordable housing units in San Antonio, with:

Of the $150 million allocated, $129.5 million has been committed to achieving the goals outlined in the Strategic Housing Implementation Plan (SHIP).
